The 2022 government work report proposes to promote carbon peak and carbon neutrality in an orderly manner. Recently, the "China Southern Power Grid Corporation Carbon Peak Action Plan" (hereinafter referred to as the "Plan") was issued, which will run carbon peak and carbon neutrality through all aspects and the whole process of the company's and industry development, give full play to the role of the power grid support platform, accelerate the construction of the power system, and fully serve and support the five southern provinces and regions, Hong Kong and Macao to achieve carbon peak by 2030, and take the lead in achieving carbon neutrality in the country by 2060. At present, China Southern Power Grid Corporation has accelerated the construction of power system demonstration zones with different characteristics and different levels in the five southern provinces and regions, and comprehensively promoted the construction of power systems to better serve the realization of the "double carbon" goal.


In 2030, the installed capacity of new energy in the five southern provinces and regions will be more than 250 million kilowatts


"The company's implementation of 'dual carbon' has entered the substantive promotion stage from the preliminary planning stage." According to the relevant person in charge of the planning department of China Southern Power Grid Corporation, in 2021, the company took the lead in releasing research results and special plans for serving "double carbon" and building a power system, and promoted the digital grid to be built into a form of carrying power system, with the utilization rate of renewable energy power generation reaching 99.8%, and non-fossil energy accounting for 48.9%.


The plan focuses on carbon peaking before 2030, and implements a total of 29 key measures such as supporting the green and low-carbon transformation of energy production, promoting energy consumption, energy conservation, carbon reduction and efficiency improvement, power grid transformation and upgrading, pumped storage and energy storage coordinated development action, scientific and technological innovation action, institutional mechanism innovation action, cooperation deepening action, and enterprise initiative leading action. In terms of supporting the green and low-carbon transformation of energy production, the company will vigorously support the accelerated development of new energy, strengthen the support of new energy services, simplify the process of new energy grid connection, open up a green channel for the construction of new energy supporting power grid projects, and achieve the synchronous operation of power grid power supply. By 2030, the installed capacity of wind power and solar power generation in the five southern provinces and regions will reach more than 250 million kilowatts.


At the end of last year, a total of 6 projects in the company's business area were selected into the list of large-scale wind power and photovoltaic base construction projects in China, with a total installed capacity of 11.7 million kilowatts of new energy, which will be put into operation this year and next year. At present, a number of supporting power grid projects in Yunnan, Guizhou and Guangxi have started construction, which can match the production progress of new energy projects and fully ensure the synchronous construction and operation of new energy projects and supporting power grid projects.


At the same time, the company will vigorously promote the sustainable development of west-to-east power transmission and increase the proportion of clean energy consumption across provinces and regions. At present, the Guangdong-Hong Kong-Macao Greater Bay Area has been included in the national planning of the clean energy base in southeast Tibet, and the company will accelerate the power transmission of clean energy bases in Tibet, Qinghai and Gansu to the Southern Power Grid, and promote the accelerated development and utilization of new energy in Yunnan and Guizhou. By 2030, the company will send 40 million kilowatts of new clean energy power from outside the district, and the proportion of renewable energy in the new channel will not be less than 75%, far exceeding the national average.


Promote the construction of 25 power system demonstration projects


"Foxconn's side business has high requirements for the proportion of clean energy use, but there are many power supply lines in the park and the power sources are complex, so it is urgent to understand the clean energy structure of the park." Ling Yanhui, associate director of Foxconn Technology Group, introduced that in the context of the global implementation of low-carbon economic development, some countries have implemented carbon tariffs in recent years, which has had a certain impact on import and export trade. "The Shenzhen Power Supply Bureau has sorted out the proportion of clean energy in the park from the power supply side, so that our production has green power certification."


"China Southern Power Grid Corporation will comprehensively promote the construction of the power system and fully serve and support the five southern provinces and regions, Hong Kong and Macao to achieve carbon peak before 2030." According to the relevant person in charge of the company's planning department, the company selected 25 cities, counties, parks and towns and villages as demonstrations based on the advantages and characteristics of the region, resources and power grids of the five southern provinces and regions, and carried out the construction of power system demonstration areas according to local conditions and hierarchical classification.


Taking the Guangdong-Hong Kong-Macao Greater Bay Area as an example, in view of the characteristics of the region, such as a high proportion of renewable energy, high-density load and high marketization, the company strives to build a modern power grid that adapts to the development of large-scale new energy and improve the ability of the power grid to accept new energy. At present, the key project of Guangdong's target grid - the Dawan District DC back-to-back Guangzhou project has entered the system commissioning stage, and the Dongguan project has entered the electrical installation and construction stage, which is expected to be completed and put into operation at the end of March and May respectively.


Different cities in the Greater Bay Area have different development status and positioning, and have different needs for the implementation of "dual carbon". To this end, the company has carried out prefecture-level power system demonstrations in Shenzhen, Guangzhou, Huizhou, etc., county-level power system demonstrations in Nansha, Guangzhou, Hengqin, Zhuhai, etc., and park-level power system demonstrations in Songshan Lake, Dongguan, etc., to explore and innovate new technologies and new formats such as "5G + power grid deep integration" and "low-carbon park comprehensive energy supply".


Among them, the promotion of "green power calendar" is one of the important measures of Shenzhen Power Supply Bureau to build a demonstration area for Shenzhen's modern urban power system. In July 2021, the bureau took the lead in launching the "Green Power Calendar" product in the country, providing customers with services such as green power use inquiry, certification, and carbon emission reduction accounting, and providing data reference for the government to set emission reduction targets and industrial upgrading and transformation.


In the Songshan Lake Smart Energy Experience Center, the Dongguan Power Supply Bureau of Guangdong Power Grid Corporation carried out the DC transformation of the building distribution system, and formed a "triple supply" intelligent microgrid through photovoltaic power generation system, air source heat pump, lithium bromide unit, micro-combustion engine unit, virtual synchronous machine and energy storage system, realizing 100% clean energy consumption and waste heat utilization of gas units, and meeting the needs of users for "power supply", "cooling supply" and "heat supply".
