By 2030, a complete basic system and policy system for green and low-carbon energy development will be basically established, and an energy production and consumption pattern of non-fossil energy will be formed that not only basically meets the increase in energy demand, but also replaces fossil energy stocks on a large scale, and comprehensively enhances the ability to guarantee energy security.
Vigorously promote the construction of smart distribution networks with a high proportion of distributed new energy power, and encourage the construction of smart energy systems and microgrids that integrate source, grid, load and storage, and multi-energy complementarity. Power grid enterprises should improve the capacity to accept new energy electricity, dynamically publish information on the capacity of renewable energy power that can be accepted in their business areas and provide inquiry services, and connect new energy power generation projects and distributed power generation projects that meet the planning and safety production conditions to the power grid in accordance with laws and regulations, so as to do their best。
Encourage the construction of green energy-using industrial parks and enterprises, develop industrial green microgrids, support the development and utilization of clean and low-carbon energy in their own places, build distributed clean energy and smart energy systems, reduce or exempt cross-subsidies and system backup fees for comprehensive utilization of power generation such as waste heat, residual pressure and residual gas, and improve the price policy to support self-generated and self-consumed distributed clean energy power generation.
Support emerging market entities such as microgrids, distributed power generation, energy storage, and load aggregators to independently participate in electricity trading. Promote the market-oriented trading of distributed power generation, support distributed generation (including electric energy storage, electric vehicles and ships, etc.) and power users in the same distribution network to trade nearby through the power trading platform, and power grid enterprises (including incremental distribution network enterprises) provide technical support such as transmission, metering and transaction settlement, and improve the price policy and market rules that support the market-oriented trading of distributed generation. Improve the electricity price policy to support the application of energy storage.
Promote the construction of controlled regulation reservoirs in river basins and the expansion and capacity of conventional hydropower stations, accelerate the construction of pumped storage power stations, explore the application of small and medium-sized pumped storage technology, and promote cascade hydropower energy storage; Give full play to the regulatory role of solar thermal power generation, carry out research and demonstration of energy storage projects such as energy storage in abandoned mines, and gradually expand the application of energy storage. Comprehensively promote the participation of enterprise-owned power plants in the regulation of the power system, and encourage industrial enterprises to give full play to the regulation capacity of self-provided power plants to use new energy nearby. Improve the price compensation mechanism to support the operation of flexible coal-fired power units, natural gas peaking units, hydropower, solar thermal power generation and energy storage. Encourage new energy power generation bases to improve their regulation capacity and explore integrated participation in the operation of the power system. Improve the mechanism for pumped storage and energy storage to participate in the electricity market, and better play the role of relevant facilities in regulation。
Broaden the scope of implementation of power demand response, tap various demand-side resources through various ways and organize their participation in demand response, support user-side adjustable resources such as user-side energy storage, electric vehicle charging facilities, and distributed generation, as well as load aggregators, virtual power plant operators, and integrated energy service providers to participate in electricity market transactions and system operation regulation. Energy production and consumption-related activities are the main sources of carbon dioxide emissions, and vigorously promoting carbon emission reduction in the energy sector is an important measure to do a good job in carbon peak and carbon neutrality, as well as accelerate the construction of a modern energy system. Since the 18th National Congress of the Communist Party of China, various regions and relevant departments have formulated a series of policies and measures around the green and low-carbon development of energy, and have achieved remarkable results in promoting the development and utilization of clean energy such as solar energy, wind energy, hydro energy, biomass energy, and geothermal energy. In order to thoroughly implement the relevant requirements of the "Opinions of the Central Committee of the Communist Party of China and the State Council on Completely, Accurately, and Comprehensively Implementing the New Development Concept and Doing a Good Job in Carbon Peaking and Carbon Neutrality" and the "Action Plan for Carbon Peaking Before 2030", with the consent of the State Council, the following opinions are hereby put forward on improving the institutional mechanisms and policy measures for green and low-carbon energy transformation.
1. General requirements
(1) Guiding ideology.
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 19th National Congress of the Communist Party of China and all previous plenary sessions of the 19th National Congress of the Communist Party of China, thoroughly implement Xi Jinping Thought on Ecological Civilization, adhere to the general tone of seeking progress while maintaining stability, base ourselves on the new stage of development, completely, accurately and comprehensively implement the new development concept, build a new development pattern, deeply promote the energy consumption revolution, supply revolution, technological revolution and institutional revolution, strengthen cooperation, and proceed from the actual national conditions, coordinate development and security, stabilize growth and adjust the structure. Deepen the reform and innovation of systems and mechanisms in the energy sector, accelerate the construction of a clean, low-carbon, safe and efficient energy system, promote high-quality energy development and comprehensive green transformation of economic and social development, and provide guarantees for the scientific and orderly realization of carbon peak and carbon neutrality goals and the construction of a modern economic system.
b) Basic principles.

Strengthen top-level design, give full play to institutional advantages, handle the relationship between development and emission reduction, overall and partial, short-term and medium- and long-term, handle the complementarity, coordination and substitution relationship between different energy varieties at all stages of transformation, promote the optimal combination of coal and new energy, and promote the green and low-carbon transformation of energy in the country and all regions as a whole.

On the premise of ensuring energy security, we will promote the green and low-carbon transformation of energy in an orderly manner, first establish and then break down, adhere to the national "one game of chess", and strengthen the identification and control of risks in the transition. On the basis of accelerating the formation of a reliable supply capacity for clean and low-carbon energy, we will gradually replace fossil energy safely and reliably.
——Adhere to innovation-driven, intensive and efficient. Improve the innovation system and incentive mechanism in the energy field, and enhance the ability of key core technology innovation. Implement the policy of giving priority to conservation, strive to reduce resource consumption and carbon emissions per unit of output, enhance the efficiency of energy system operation and resource allocation, and improve the comprehensive economic and social benefits. Accelerate the formation of incentive and restraint mechanisms for pollution reduction and carbon reduction.

Deepen the reform of the energy sector, give full play to the decisive role of the market in the allocation of resources, and build a fair, open and effective competition energy market system. We should give better play to the role of the government, strengthen guidance in planning guidance, policy support, market supervision, etc., and create a good development environment.
(3) Main objectives.
During the "14th Five-Year Plan" period, an institutional framework for promoting green and low-carbon energy development will be basically established, a relatively complete policy, standard, market and regulatory system will be formed, and a mechanism for promoting green and low-carbon energy transformation will be built under the guidance of the "dual control" of energy consumption and the target system of non-fossil energy. 2. Improve the coordinated promotion mechanism for the implementation of the national energy strategy and plan
(4) Strengthen the guiding and restraining role of energy strategy and planning. Guided by the national energy strategy, strengthen the leading role of national energy planning, all provinces (autonomous regions and municipalities directly under the Central Government) formulate their own energy plans in combination with national energy planning and deployment and local conditions, clarify the goals and tasks of green and low-carbon energy transformation, strengthen the coordination and mutual assistance between various energy varieties, between the upstream and downstream of the industrial chain, and between regions in the preparation and implementation of the plan, and improve the overall level of green and low-carbon energy transformation and supply security. Strengthen the monitoring and evaluation of the implementation of energy planning, and improve the dynamic adjustment mechanism of planning。
(5) Establish a monitoring and evaluation mechanism for green and low-carbon energy transition。 Focus on monitoring and evaluating indicators such as energy consumption intensity, total energy consumption, proportion of non-fossil energy and renewable energy consumption, and carbon emission coefficient of energy consumption in each region, and evaluate the implementation and actual effects of relevant mechanisms and policies for green and low-carbon energy transformation。 Improve the assessment mechanism for green and low-carbon energy development, and strengthen relevant assessments in accordance with the energy-related binding indicators determined by the outline of the national economic and social development plan, annual plans, and energy plans. Encourage all regions to meet the requirements of indicators such as the low proportion of renewable energy consumption stipulated by the state through regional cooperation or through means such as carrying out renewable electricity consumption trading。
(6) Improve the organization and coordination mechanism for green and low-carbon energy transformation. The National Energy Commission coordinates the strategies, development plans, action plans and policy systems related to the green and low-carbon energy transition. Establish a cross-departmental and cross-regional coordination mechanism for energy security and development, coordinate the construction of infrastructure and security systems such as energy, such as power, oil and gas, and other energy transmission channels and reserves, strengthen the connection between energy field planning, major projects and special plans such as land and space planning, and ecological and environmental protection, and timely study and solve problems in implementation. Establish an annual ledger for the implementation of major policies for green and low-carbon energy transformation and security guarantees, and the construction of major projects, and improve the supervision and coordination mechanism.
3. Improve the system and policy system to guide green energy consumption
(7) Improve the "dual control" of energy consumption and the target system of non-fossil energy. Adhere to the conservation of energy resources in the first place, strengthen the management of binding indicators for reducing energy intensity, effectively enhance the flexibility of total energy consumption management, new renewable energy and raw material energy are not included in the total energy consumption control, reasonably determine the energy intensity reduction targets in various regions, and strengthen the connection between the "dual control" policy of energy consumption and the goals and tasks of carbon peak and carbon neutrality. Gradually establish a carbon emission control mechanism in the energy sector. Formulate and revise mandatory national standards for energy consumption limits per unit of product in key energy-using industries, and organize supervision and inspection of the implementation of key energy-using enterprises。 Research and formulate carbon emission accounting methods for key industries and key products. Comprehensively consider the status of renewable energy resources, development and utilization conditions, and economic development levels in each region, scientifically decompose the medium- and long-term total and low proportion targets for renewable energy development and utilization to all provinces (autonomous regions and municipalities directly under the Central Government) for implementation, and improve the guarantee mechanism for renewable electricity consumption。 Promote the establishment and improvement of local energy budget management systems, and explore the evaluation of energy consumption output benefits。 Strengthen top-level design and overall coordination, and accelerate the construction of a national carbon emission trading market, energy use rights trading market, and green power trading market。
(8) Establish and improve the green energy consumption promotion mechanism。 Promote the construction of a unified green product certification and labeling system, establish a green energy consumption certification mechanism, and promote the acceptance of certification results by various social organizations. Establish a promotion mechanism for electric energy substitution, and strengthen technical guidance for electric energy substitution by improving relevant standards. Improve and promote the trading of green electricity certificates and promote green electricity consumption. Encourage the whole society to give priority to the use of green energy and the procurement of green products and services, and public institutions should set an example. All regions should adopt energy efficiency and green energy consumption standards in light of local conditions, vigorously promote the concept of energy conservation and green consumption, and carry out in-depth actions to create a green life. Encourage qualified localities to carry out high-level green energy consumption demonstration construction, and advocate energy conservation in the whole society。
(9) Improve the support policies for green energy consumption in the industrial sector. Guide industrial enterprises to carry out clean energy substitution, reduce carbon emissions per unit of product, and encourage qualified enterprises to take the lead in forming low-carbon and zero-carbon energy consumption patterns. Encourage the construction of green energy-using industrial parks and enterprises, develop industrial green microgrids, support the development and utilization of clean and low-carbon energy in their own places, build distributed clean energy and smart energy systems, reduce or exempt cross-subsidies and system backup fees for comprehensive utilization of power generation such as waste heat, residual pressure and residual gas, and improve the price policy to support self-generated and self-consumed distributed clean energy power generation. On the premise of complying with the power planning and layout and the safe operation conditions of the power grid, encourage the realization of renewable power projects to supply power to industrial parks or enterprises through innovative power transmission and operation methods, and encourage industrial parks or enterprises to purchase green electricity through the electricity market。 Encourage emerging key energy-using areas to focus on green energy to meet energy demand, and make full use of waste heat, residual pressure, and residual gas。
(10) Improve the policy of green energy use and clean heating in buildings. Improve building energy-saving standards, promote the large-scale development of ultra-low energy consumption buildings and low-carbon buildings, promote and support the energy-saving renovation of existing buildings, promote the use of green building materials, and improve the building energy consumption limit management system. Improve the application standards for renewable energy in buildings, encourage the integrated application of photovoltaic buildings, and support the use of solar energy, geothermal energy and biomass energy to build renewable energy supply systems. In areas where conditions permit, we will promote the reform of heat metering and the intelligent construction of heating facilities, encourage charging according to heat, encourage electric heating enterprises and users to obtain low-cost electricity during the trough period through the electricity market, and comprehensively use the peak-to-valley electricity price, residential ladder electricity price and transmission and distribution price mechanism to support. Implement the gas supply price policy to support clean heating in rural areas in northern China in winter.
(11) Improve the policy of clean energy substitution in the field of transportation. Promote the green and low-carbon transformation of transportation, optimize the transportation structure, and promote green and low-carbon transportation facilities and equipment. Promote large-capacity electrified public transportation and clean energy vehicles such as electric, hydrogen energy, bio-liquid fuels, and natural gas, improve the layout and service facilities of charging and swapping, hydrogen refueling, and gas refueling (LNG) stations, and reduce the cost of clean energy in the transportation sector. Support the layout and construction of transportation energy supply stations in terms of land space, carry out the construction of multi-energy integrated transportation energy supply stations, promote the pilot demonstration of energy interaction between new energy vehicles and power grids, and promote the coordinated development of vehicle piles and ships and shores. For the construction of new energy facilities along railways and highway service areas, unified planning, unified implementation, and unified approval (filing) of projects within the same provincial-level region are encouraged.
Fourth, establish a new mechanism for green and low-carbon energy development and utilization
(12) Establish a clean and low-carbon energy resource survey and information sharing mechanism. Combined with the resource endowment, land use, ecological protection, land and spatial planning, etc., with the municipal (county) level administrative area as the basic unit, comprehensively carry out the detailed exploration and comprehensive evaluation of national clean and low-carbon energy resources, accurately identify and integrate data that can be developed clean and low-carbon energy resources, and improve and dynamically update the national clean and low-carbon energy resources database. Strengthen the connection with the basic land and space information platform, and promptly include spatial information such as the distribution of various types of clean and low-carbon energy resources into the basic land and space information platform and the "one map" of land and space planning at the same level, and share it with local governments at all levels, enterprises, industry associations, and research institutions in an appropriate manner. Improve the technical capabilities of meteorological observation, resource evaluation, and forecasting related to renewable energy, and provide support for renewable energy resource survey, project development, and power system operation。 Build a national basic energy information and sharing platform, integrate information on the entire energy industry chain, and promote the development of the digital economy in the energy sector.
(13) Promote the construction of an energy supply system with clean and low-carbon energy as the main body. Focusing on deserts, Gobi and desert areas, we will accelerate the construction of large-scale wind power and photovoltaic power generation bases, upgrade existing coal-fired power units in the region, explore the establishment of a mechanism for the coordination of transmission and reception of new energy power to provide regulation for new energy power transmission, and support the construction of new energy power to the fullest, the integration of energy and the full development of energy. In accordance with the national energy strategy and planning and sub-sector planning, all regions shall take into account the energy demand and clean and low-carbon energy resources of the region as a whole, and refer to the overall framework of provincial energy planning
