Shajiao Power Plant is located in Humen Town, Dongguan City, Guangdong Province, bordering Humen Bay at the mouth of the Pearl River, between Guangzhou, Shenzhen and Dongguan, the three megacities where Guangdong's electricity load is concentrated. In the 1980s, China implemented reform and opening up, and Shenzhen was designated as a special economic zone, and the economy developed rapidly. In order to solve the electricity problem in Shenzhen and Guangdong Province, the government decided to build power plants in Guangzhou and the vicinity of Shenzhen, and to attract foreign investment for construction. After demonstration and investment, it was finally decided that the Guangdong Provincial Government and the Shenzhen Municipal Government would each fund the construction of a power plant on the beach near Humen, and form two systems at the same time.
